Pactic acquires QeOPS, expanding its logistics services in Romania, strengthening fulfillment and cross-border delivery
With QeOPS joining the Pactic Group, the European logistics provider adds 18,000 m² of warehousing capacity and established fulfillment operations serving 40 Romanian businesses including Flanco, iSTYLE, OPPO, LEGO, Educlass and Adinish.
Pactic is strengthening its position in Romania and expanding its services for retail and e-commerce businesses. With Romanian fulfillment specialist QeOPS joining the Pactic Group, the company is bringing together established warehousing and distribution operations with its European delivery network.
Pactic helps businesses manage deliveries across European markets through a network of more than 40 courier partners. Its services include cross-border parcel delivery, fulfillment, cash-on-delivery solutions and returns management, allowing customers to access multiple logistics services through a single partner.
Having handled millions of shipments, Pactic has developed extensive experience in cross-border logistics, particularly in Central and Eastern Europe. The company is now building on this foundation by strengthening its fulfillment and distribution capabilities, with the aim of supporting businesses throughout a larger part of their logistics operations.
The expansion in Romania is an important step in this strategy. QeOPS, previously owned by Cargus, joins Pactic following Sameday's acquisition of Cargus. Sameday is also the majority shareholder in Pactic.
The Romanian fulfillment operation brings 18,000 m² of warehousing capacity, 40 Romanian business customers and established expertise in both retail distribution and e-commerce fulfillment.
In 2025, QeOPS processed approximately 6 million individual items and handled more than 650,000 parcels, maintaining an inventory accuracy rate of 99.99%.
By combining this infrastructure and operational experience with Pactic's existing European delivery network, the group is strengthening its ability to offer businesses a broader range of logistics services, from warehousing and inventory management to order processing, delivery and returns.

From cross-border delivery to a broader logistics offering
Pactic has built its business around helping online retailers reach customers in different European markets without having to manage multiple courier relationships.
As the needs of retail and e-commerce businesses evolve, the company is expanding its services to cover more stages of the logistics process. Warehousing, inventory management, order preparation and distribution are becoming increasingly important alongside its established cross-border delivery services.
The addition of QeOPS strengthens these capabilities in Romania, bringing experience in serving both traditional retail and e-commerce businesses.
The Romanian fulfillment operation currently works with 40 local business customers, including Flanco, iSTYLE, OPPO, LEGO, Educlass and Adinish, covering different product categories and distribution requirements.
Its operations extend beyond traditional e-commerce fulfillment. In 2025, approximately 80% of the individual items processed were related to retail operations, while 20% came from e-commerce activities.
This experience across both sectors strengthens Pactic's ability to support businesses with different logistics requirements, from the distribution of larger retail volumes to the preparation and delivery of individual online orders.
"Pactic has built its business on helping companies expand across borders, but our ambition goes beyond delivering parcels. We want to support our customers throughout the entire logistics process, from warehousing and order preparation to delivery and returns," said Colin Snead, CEO of Pactic.
"Bringing QeOPS into the Pactic Group is an important step in that direction. We're combining established fulfillment expertise in Romania with our European delivery network, allowing us to offer a broader range of services under the Pactic brand. Romania is a key market for us, and this development gives us a stronger foundation to support both local businesses and international brands as they grow."
Strengthening Pactic's presence in Romania
Romania plays an important role in Pactic's regional development strategy, both as a market for retail and e-commerce services and as a logistics base for serving customers across Central and Eastern Europe.
The integration of QeOPS represents a further step in developing Pactic's operations and strengthening its presence under the Pactic brand.
The company aims to build on its existing relationships, infrastructure and local expertise while connecting these capabilities to its wider European logistics network.
For Romanian retailers and e-commerce businesses, this creates opportunities to manage more of their logistics through one partner, combining local warehousing and fulfillment with access to delivery solutions across European markets.
For international brands, Pactic's expanded Romanian operations can provide a local logistics base supported by cross-border delivery expertise and regional market knowledge.
The objective is to make logistics management simpler for businesses and provide a partner capable of supporting both domestic operations and international growth.
Strengthening operational leadership: Paul Copil to become Pactic COO
As part of this development, Paul Copil, currently CEO of QeOPS, will take on the role of Chief Operating Officer (COO) at Pactic, bringing his experience in fulfillment, retail distribution and warehouse operations into the group's leadership team.
His appointment reflects Pactic's focus on strengthening its operational capabilities as the company expands its services.
"Pactic already has an established European delivery network and extensive experience in cross-border logistics. What we're bringing into the group is additional operational expertise and the infrastructure needed to support a broader range of logistics services," said Paul Copil, CEO of QeOPS and incoming COO of Pactic.
"We've built strong relationships with Romanian businesses by understanding their day-to-day operational requirements. Now we have the opportunity to combine that local experience with Pactic's international capabilities and develop services that support customers across more markets and more stages of their supply chain."
The combination of Pactic's cross-border expertise and the Romanian team's experience in fulfillment and retail distribution will support the further development of the group's logistics operations.
Supporting Romanian businesses in their international expansion
Expanding into new European markets creates opportunities for Romanian retailers and e-commerce companies, but it also brings additional operational challenges.
Managing inventory, preparing orders, coordinating deliveries and handling returns across several countries can require significant resources, particularly when businesses work with multiple logistics providers.
Pactic's strategy is to bring these services closer together, allowing businesses to manage their logistics through a more integrated approach.
The company's European courier network provides access to local delivery options across multiple markets, while its expanding fulfillment capabilities support the storage, handling and preparation of goods before shipment.
With additional warehousing capacity and operational expertise in Romania, Pactic is strengthening its ability to support cross-border e-commerce growth.
For QeOPS's existing customers, the development creates opportunities to access Pactic's international delivery capabilities. At the same time, Pactic's existing customers can benefit from an expanded range of fulfillment and distribution services.
One brand, a broader range of logistics services
The addition of QeOPS is part of Pactic's longer-term strategy to develop a more comprehensive logistics offering for European businesses.
While cross-border parcel delivery remains a core service, the company is strengthening its warehousing, fulfillment and distribution capabilities to support customers throughout the logistics process.
These services will be developed under the Pactic brand, bringing together operational expertise, technology solutions and the company's established European logistics network.
With an expanded operational presence in Romania, a broader service portfolio and additional expertise within its leadership team, Pactic aims to strengthen its position as a logistics partner for Romanian retailers, e-commerce businesses and international brands operating across Central and Eastern Europe.
